128. The Council of Constantinople (381 CE) rendered holiness, unity, catholicity, and apostolicity as foundational tenets of the church. Yet, the weight of each tenet has not always been consistent. Which carries the most weight—the unity of Acts 2, the role of the apostle in Ephesians 2:20, the holiness of the church in Ephesians 5:26–27, or the universality of the church in Revelation 7:9? Throughout history, much ink has been spilled and much blood has been shed as church leaders have clamored and fought over the issue of the foundation of the church.

129. The Lutheran preacher and Pietist may have been one of the key voices in the history of the holiness movement. Yet, he is not credited as such. Vinson Synan argues that John Wesley is the founder of all modern holiness, Pentecostal, and charismatic movements. While Synan makes a compelling argument, given Wesley’s emphasis on grace, the second blessing, and holiness, Zinzendorf and the Moravians deserve credit for their emphasis on the baptism of the Spirit and biblical holiness. Their influence on the Wesley brothers was paramount in John Wesley’s leadership in the holiness movement.
